Countermeasures and significance of promoting the right to rural land contractual management

Promoting the market-orientation of the right of rural land contractual management is the key to implement the spirit of the third session of the seventeenth people's congress and solve the difficulty in rural development. To ensure circulation of the right of rural land contractual management, it is necessary to further stabilize land right; and to implement free ldquotransferrdquo of the right to rural land contractual management, it is necessary to have an institutional arrangement to transfer its social security function to the ldquoland security fundrdquo. Close combination of the reform of rural land system and peasants' urbanization enjoys important significance.
