The bilayer structure and the photonic crystals heterostructure consisting of ε-negative (ENG) and μ-negative (MNG) materials are successfully fabricated by using transmission line approach. We experimentally investigate the tunneling properties of them by the simulated and measured scattering parameters and phaseshifts. The results show that the heterostructure posses zero-phase-delay tunneling mode under the condition of ̄ε = 0 and ̄μ = 0 , the characteristics are important for some engineering applications such as filters.
