An Examination of Increased Public Scrutiny of Title V / PSD Projects

All Title V PSD/Major Modification projects at refineries must be allowed to be reviewed and commented on by the public after the regulatory agency has drafted the air permit. During this process, citizens are allowed to review both the modification application and the draft permit. If citizens have any concerns regarding the information within the documents, they submit the comments to the regulatory agency. These comments have the potential of delaying the start of a project, or worse, stopping a project altogether.
