In Japan, long hours working of self-employed teleworkers and freelancers is a serious problem. To clarify the mechanism of long hours working of teleworkers, a model which explains the relation between working hours and several factors concerning labor related matters such as worker's character, worker's skill, regulation of working hours, and so on is developed. Based on this model, four scenarios based on the presence or absence of regulation on working hours and the clarity of required quality of products are developed. For each scenario, the relationship between the worker's preference and skill and the working hours is examined. The introduction of regulation on working hours is effective as a counter measure for the long hours working, but workers with low technical capabilities may lose their jobs. The clarification and revelation of required quality of products also has a prevention effect of long-hours working. The improvement of worker's skill is an important strategy for the stabilization of teleworkers' work. Providing opportunities of vocational training for workers can be an effective approach for the prevention of long-hours working.
