UK Government Policy requires the systematic and progressive reduction of hazard duringthe waste management and decommissioning of nuclear plant. Metrics were developed toenable progress to be monitored and quantified for the conversion of radioactive materialsto more passive forms. This would demonstrate to stakeholders that on-going hazardreduction was actually occurring and that one hazard was not being replaced with anothersimilar one. The paper explains how the hazard is quantified in terms of the radionuclidespresent, the potential for dispersion and the degree of control required to manage thehazard. Numerical factors are given with examples of application to diverse waste streams.
