Improving Decision Making for Results The OECD Development Assistance Committee (DAC), through its Network on PovertyReduction (POVNET), has developed the ex ante Poverty Impact Assessment (PIA) approach tohelp donors and partner countries address key questions that influence impacts and outcomes of theirpolicies, programs and projects on the poor. The objective is to make these interventions aspro-poor as possible. Only some interventions (projects, programs, policies) target the poor directly. Ofteninterventions aim at economic growth and sustainable environment in general, hence benefiting thepoor indirectly. As poverty reduction is an overarching goal of our development efforts, we shouldbe well informed about outcomes and impacts of interventions on poor and vulnerable women andmen.
