PPROBLEM TO BE SOLVED: To provide an environmental load evaluation support system, an environmental load evaluation support method and an environmental load evaluation support program for supporting the creation of a specific consumption map used for evaluation of a discharge amount of carbon dioxide in driving a vehicle. PSOLUTION: A controlling section 21 of the environmental load evaluation support system 20 executes processing for specifying a category of an engine. Then, in torque curve estimation processing, engine characteristic information is acquired from vehicle specifications, and a torque curve is generated using a category recorded in a representative torque curve data storing section 24. Then, in engine map estimation processing, the controlling section 21 sets a reference rotation number using a defined maximum CO2 discharging rotation number. Then, a virtual map is generated using a category recorded in a specific consumption calculation function data storing section 25. Then fuel consumption in a fuel consumption reference test and fuel consumption based on the virtual map are compared, and correction processing of CO2 discharging specific consumption is executed so that an error becomes small.
