Only 2 of 9 evaluated risk control options found to be cost effective. Indicates that fire safety of passenger ships are generally quite good. Flooding scenarios (collision and grounding) are the most critical evacuation scenarios - less time available for evacuation. Incremental improvements in evacuation performance will not be very effective in reducing the risks from these scenarios - Need to be brought down to 10 - 15 minutes in order to be effective. It is believed that major risk reductions can be achieved from implementing other RCOs addressing these scenarios, i.e. focusing on damage survivability, time-to-sink, capsize prevention, navigational safety etc. Further work on these issues are recommended.
