EU policy approach to large polluter contribution to achieving EU emission reduction targets under Kyoto Protocol. Argument given for emissions trading over regulatory or other market- based policy approaches: trading directs private investment towards least expensive emission reductions [cheapest for whom?]. Phase 1 [the 'learning phase'] was/is a resounding failure: emissions up, carbon price crashed due to over-allocation of pollution permits; no significant changes detectable in EU energy infrastructure. Phase 2 performance will have bearing on Member States' success in achieving or failing Kyoto targets: runs from 2008-2012.
