A proposed quasi-dynamic probabilistic risk assessment framework that is suitable for space-reactor missions is described. Because launch is the time of the mission in which accidents could affect public health and the Earth s environment, we illustrated the framework with an exemplar time-dependent risk model for this mission phase. Risk assessments are performed as a prelude to risk related decisions about the vehicle and reactor design and mission architecture. We demonstrate use of the risk assessment with a risk management example.
