Ship collision accident is the main part of the accidents at sea. If we can analyze and evaluate the collision accidents correctly, that is valuable for solving the dissension between the ships. At the same time, it is also useful for us to summarize the experience and reduce ship collision accidents. After we carried on an investigation in the departments of maritime investigation, the admiralty court and the captains, we analyze the main causes leading to the ship collision by quantitative study and dynamic method. The study of us is a specialist system for decision-making and can be used for judging the legal responsibilities of ships in a collision accident. It makes the judgments of the ship collision accident be more impersonal, precision and automatic.
