The Case Study of the new HQ of the Carinthian Government, Klagenfurt, Austria

Beginning of 2000 the Carinthian Government decided to reorganise its internal organisation in order to both accelerate and improve the quality of the government services ("New Public Management") and implement a comprehensive cost reduction programme. A first feasibility study quickly came to the conclusion, that radical and effective changes could only be tackled by creating an entirely new governmental office facility complex (centralisation of 30 different locations to just 2). Only in this way both FM cost and organisational efficiency could be substantially improved. However, the Carinthian Government suffering from a severe budget deficit, was not in a position to finance this project by itself. Therefore, the idea was to finance this investment via a PPP financing model. Bene Consulting was commissioned to organise all the necessary phases necessary to realize this complex spatial reorganisation process.
