Effectively managing complex major annual repair outages has become an important focus for controlling maintenance cost. Maintenance organizations are being asked to keep equipment running longer with fewer people, solve problems and reduce failures, improve reliability, implement new programs, execute professional shutdowns and outages, and do so at reduced cost. This paper will describe major outage management improvements implemented at U.S. Steel's Irvin Works Hot Strip Mill (HSM) during the October 2008 annual outage. The Outage Management Process Model will be presented as well as some of the tools and techniques employed to improve major outage effectiveness. The tools and techniques presented include the Outage Preparation Matrix, Gantt charts for all major jobs, outage schedule workload balancing, visual management techniques, structured routine progress reviews, project execution and reporting methods, and Post Outage Reviews for continuous outage process improvement.
