The new Spain-France interconnection, a ±320 kV double HVDC link with a transmission rating of 1000 MW/per link, planned to be in commercial operation by mid 2015, is a critical electrical infrastructure that will allow to double current commercial exchange capacity between the two countries, and consequently lead to a deeper integration of electricity markets. This paper describes the common operational work tackled by the French and Spanish TSOs in order to ensure a secure commissioning and operation of this new tie line. The integration of the HVDC inside a meshed AC network, and its specific location (as an interconnection link) has led to develop an innovative active power control that emulates the behavior of an AC line. Real time common protocols and common training for control center operators are being designed in order to validate the common understanding of these procedures. These real time common protocols will be the basic working document for the control rooms. They include all the operating explanation about the HVDC performance and controls, as well as the operative TSOs coordinated procedures to be applied in the day to day real time operation. The commissioning of the new HVDC interconnection has lead to significant software developments to faithfully model the link and its behavior in the TSOs operational tools and applications. In particular, great efforts have been done to implement the HVDC in the SCADA system. In this regard, different solutions have been adopted by each TSO: RTE has developed a dedicated SCADA for HVDC operation where all futures HVDC will be integrated; REE has integrated the HVDC in its own SCADA, including all the controls and functionalities, with a similar interface as the manufacturer HMI (Human Machine Interface). An extensive battery of tests (factory, customer and on site tests) have been carried out prior the commissioning of the HVDC, with the aim of guaranteeing the correct performance of the controls. They have confirmed the functional specifications compliance (Functional Performance Tests FPTs) and the correct dynamic response and interaction with the existing AC system (Dynamic Performance Tests DPTs). In addition, during the first 2015 semester, RCI (remote control interface) signal testing, on-voltage and on-load tests are scheduled. A dedicated trilateral (manufacturer-TSOs) coordination procedure has been agreed for the management of this trial period. The goal is to efficiently perform all the required tests guaranteeing the system security while respecting commercial exchanges. The paper finally introduces the TSOs data exchange developments linked to the commercial capacity calculation and the definition of the real time operative conditions (parameters) for the HVDC.
