Under the background of constructing innovative country the country raised, this paper discussed center-city which is the key of innovation system, holds the resources of innovation and the energies of development, so the economic trend of a region hinges on it. It also advanced that center-city must play the role of increase pole and power source in constructing innovative country and chose some center-cities as experimental units, the theory and practice accordance of it. Pointed out the missions, opinions and methods base on it.
