As demonstrated by the events collected during the surface test of the first ICARUS module, detectors based on the technique of liquid argon TPC appear as the ideal candidates for neutrino detectors of the second generation. Their low energy threshold, combined with their high-resolution imaging and calorimetric response allow for detailed kinematical reconstruction of neutrino-induced events. A reduced scale detector, based on this technique, is described as "near" detector for near future neutrino beams.
