The management of assets within a private finance initiative (PFI) contract

Seeboard Powerlink manages the Electrical Power distribution system for London Underground. This is a 30 year PFI contract aimed at maintaining, operating, controlling, renewing and upgrading extensive 22kV, 11kV, LVAC and LVDC systems. These networks provide electricity for railway traction and underground stations being supplies from grid infeeds and local SPL generating stations. Assets Management is a fundamental element in the understanding and management of the equipment that comprise the Power Supply network. As a core to this process SPL has installed an asset database to help manage the assets initially transferred from London Underground and those, being added by new works during the contract life. This paper looks at the, sometimes, conflicting demands of shareholders, clients, banks and safety (HSE) aspects in maintaining the long term health of assets together with the resulting methods that SPL employs to maintain and renew its distribution system.
