Outsourcing utility operations maintenance on a major pharmaceutical production site at astrazeneca (macclesfield)

This paper attempts to overview the Utilities outsourcing experience at the AstraZeneca site in Macclesfield, following a decision made in April 2001 to Contract with Dalkia Utilities Services plc for such a Service. Starting with an overview of AstraZeneca site activities, the paper considers the business decision making process involved, begun in 1999 and concluded in 2001. This process includes; the business drivers involved in the decision; the tendering exercise undertaken and the final selection of Dalkia as the partner. The paper further attempts to explain the Contractual scope included with Dalkia and actual experiences of the first 12 months of Service supply. As a common theme running throughout the paper, reference and consideration is given to the key logistical resource involved, that of the site personnel involved in the delivery of service to site, before, during and after the Outsourcing decision is taken and implemented.
