NATURAL TRANSBORDER PARKS: THE DIRECTION OF BIODIVERSITY PRESERVATION IN ROMANIA

The site proposed for protection and park management strategies should be discussed and accepted by all actors (at local, regional and international levels) involved in protecting the natural capital of the area (figure no. 2). Evaluating the sanogenesis status, inventorying the dissemination of organism communities and supervising the environmental components in the park area should be done according to the management scheme (figure no. 3). It is also necessary to create a monitoring network, coordinating the Environmental Protection Agencies with the Center for Environmental Research and Impact Studies. This network will also have the following objectives: 1. to conduct a biological inventory and inform the public, the media, educators, researchers and politicians; 2. to correlate the activities of the institutions responsible for environmental quality monitoring (Ministry of Water, Forests and Environmental Protection, National Institute for Meteorology and Hydrology, National Institute for Environmental Research and Engineering, Romanian Waters National Company, Ministry for Public Work and Territorial Planning); 3. to capitalize on existing knowledge and to use this knowledge within the planning and regional development schemes and programs; 4. to propose and to develop new research projects in order to emphasize the relationships between organisms (plants and animals) and their habitats in the Iron Gates Natural Park; 5. To study the diversity of ecosystems and thus to reveal the possibilities for human communities to sustainably capitalize on natural resources in the area; 6. to finalize a correct list of species to be covered under the Bern Convention, in order to accurately estimate the park's genetic capital; 7. the economic view of the park's natural capital should be accompanied by changes in human behavior. The notions of "national and world patrimony" should be clearly explained to the economic sector in order to determine what actors need to get involved in environmental protection, and in any reconstruction being considered in the park.
