Size and scope of the project grossly underestimated. Operation, systems & scope of project unlike other Level D helicopter projects. A better understanding of the aircraft would have saved time, fuel and redesign. Better coordination and timeline management could have reduced the number of iterations needed to solve interdependent, simultaneous solutions. Subject Matter Expert (SME) had exceptional knowledge of the aircraft but was inexperienced in simulation. Would have benefited from an orientation of simulator development, limitations and qualification processes.
