STATE POLICIES FOR THE RATIONAL EVOLUTION OF LIBERALISED ELECTRICITY MARKETS IN EUROPE: LESSONS FROM INTERNATIONAL EXPERIENCE
We provide a vision for the development of competitive power markets, to provide a framework and appropriate context for analysing key policy issues. Our vision of successful liberalisation highlights the creation of liquid "spot" and "forward" markets, and a diversity of market participants including power traders. We explain how these various elements combine to ensure maximum efficiency and lower electricity prices. This vision of successful markets reveals the following key ingredients to the liberalisation process: · Ensuring that generating capacity is distributed among several competing companies, rather than concentrated in the hands of one or two dominant generators. · Providing non-discriminatory access to electricity transmission.
