Experience in the Joint Development of SCADA-EMS for the Power Systems of Russia

This paper describes the results of the collaboration between Kennedy & Donkin Ltd. of Godalming, England and VNIIE and NTC GVCE of Moscow, Russia, on a TACIS project to develop a SCADA-EMS system suitable for monitoring and controlling the Russian national electrical network. The project involved the mutual exchange of ideas and philosophies between the partners, in order to ensure that some of the benefits of western approaches could be applied to the design of the system whilst, at the same time, preserving the special expertise which the Russian partners had accumulated over the years. The paper examines why the requirements for SCADA-EMS in Russia are somewhat different to those of western European countries. It examines the requirements capture and design processes in both environments, in general terms, and discusses the key differences in approach. The paper then describes the approach which was adopted for this project in more detail. The paper continues by describing the structure of the resulting system and includes a brief description of the hardware and software environments in which the system operates. Finally, the paper evaluates the benefits and disadvantages of the specification and design processes for SCADA-EMS in western Europe and Russia and indicates where the cross-fertilisation of ideas has been mutually beneficial.
