Risk assessment for toxic catastrophe prevention: new jersey's risk assessment method culminates in an appropriate risk reduction plan

The Toxic Catastrophe Prevention Act (TCPA) rule,first effective in June 1988,places risk assessment as the preeminaent program element of risk management.According to the 1986 TCPA statute (1) the single most effective effort toward prevention of toxic catastrophes to be made is anticipating the circumstances that could result in their occurrence and taking those precautionary and preemptive actions required.this paper presents an overview of risk assessment under TCPA in brief and in the language of the European Economic Community's Office of Economic cooperation and Development (OECD) Risk Assessment Thesaurus.As part of a regulatory enforcement program TCPA risk assessment provides results that are consistent among the diverse industries that apply it through the use of quantitative techniques based on standardized inputs.These techniques,along with the requirements for documenting assumptions,unmask inputs of subjective judgements and give confidence to the appropriateness of the determined risk reduction measures.
