In order to bridge the gap between estimated and perceived risk resulting from radiation exposure due to nuclear weapons operations, it is essential for the scientist to educate the public, as clearly as possible, on various aspects of dose and risk assessment. In particular, the public should know: 1. how the doses from nuclear weapons were estimated; 2. how the doses from nuclear weapons compare with those from other sources of radiation, and how the associated risks compare with other risks; 3. which health effects may possibly be caused by radiation; 4. the probability of causation of such an effect at the estimated dose; 5. the uncertainties and limitations involved in assessing risk.
