This paper argues that the objective of public policy in India to improve Gross Enrolment Ratio (GER)in higher education confronts two important challenges-Firstly, despite its rapid expansion, currentinstitutional capacity is inadequate to support higher levels of GER and secondly, the drive towardsmassification of higher education has not exhibited adequate concern for the quality issue which inturn poses as a severe constraint on the vertical progress of the sector.The paper focuses on the costs and benefits of allowing entry of foreign education providers into thehigher education sector as a strategy to address issues related to quantitative and qualitativeexpansion of the sector and its appropriateness in the Indian context.The paper is organized in the following manner-Section I lays down the background to the basicresearch questions the paper attempts to address. Section II takes a broad overview of thequantitative expansion of the higher education system in India in the post-independence period withrespect to some selected indicators. Section III reviews the qualitative progress of the sector. SectionIV discusses the benefits and costs of internationalization of higher education as an alternativestrategy to address the concerns of the sector. Section V is in the nature of a brief conclusion.
