Development of North-American e-waste regulations compared with European experience - (PPT)

Volume of WEEE collected and treated may have increased but : 1) How about small items such as mobile phones which can easily be thrown into the waste bin? 2) Are producer driven take-back programs confusing end-users? In general no incentive for manufacturers to work on DfR: 1) as they will not get back their own products individually 2) Future increase of secondary raw material may help. Cost-benefit analysis: is the outcome so far worth the changes introduced (additional cost for producers); broader product scope? Harmonization required considering 2 aspects: 1) Legal obligation: personal and material scope 2) Administrative proceedings. Change of economic boundary conditions: do we still need legislation in 2020? How about rare metals such as rhodium, ruthenium and others? International dimension of e-scrap: waste increasingly ends in other countries than where initially put on the market; how can a constant incoming stream of WEEE be assured?
