It’s one thing to talk about developing workforce competency; it’s another thing to actually get there. What does it really mean and how do companies establish a framework for competency development? This presentation will cover the critical components of implementing a successful workforce development solution for Operations and Maintenance personnel. It will cover the definition of competency and workforce assurance, recommendations for a workforce development strategy, the essential elements to an effective solution and the on-going benefits of successful Implementation. These essential elements are utilized by major multinational E&P companies for effective implementation of competency assurance solutions. To achieve sustainability it is critical that any competency definitions remain accurate and relevant. Any changes in knowledge or skills for each discipline or job need to be captured. Competency frameworks should be reviewed and amended as required, keeping the maps accurate and relevant. To achieve the overall objective of sustainability, several activities must be completed and will be covered, including: streamlining and organizing the various positions covered by the program, defining competency descriptions for the positions and determining the training needs or “gaps”. Once gaps are determined, relevant training can be assigned. Implementation of a manageable competency process is a must for a program that is sustainable over the life of the asset. A skilled workforce is vital to a company’s competitiveness and business success. Operations and Maintenance personnel, both current and new hires, need up-to-date skills to respond to both technology changes and increasing workplace demands. A successful workforce development solution will show ongoing benefits by ensuring that a skilled workforce is in place to meet of the company’s current and future business needs.
