The Clean Energy Collective plans to complete installation of a 500 kW, community-owned solar array (solar garden) on a 40 acre former landfill in Colorado Springs, Colorado by March of 2011. The U.S. Environmental Protection Agency and the National Renewable Energy (NREL) have provided technical support to the project as part of their efforts to promote renewable energy on lands that have limited reuse potential. The solar array is being constructed in response to a request for proposals from Colorado Springs Utility (CSU), and is expected to be one of four community solar gardens built in 2012 as part of CSU's pilot community solar program. Since this will be the first community owned array constructed on a compromised property in the U.S., the parties have agreed to use this project to collect and publish data on the cost of ballasted PV arrays compared to traditional driven-pile-anchored arrays.
