We need to construct a new environment of educational culture as we make the educational technology practice more effective in the process of education innovation and development of china. Through analyzing the culture factor of the production and development of education technology practice, we discuss the educational culture substance, system and value idea which are impacted and influenced by the educational technology practice, and the new way of the development of educational technology practice.
