The State of Denmark and the Municipality of Copenhagen had for many years owned a former military training ground in Copenhagen that had not been developed. The Metro was established on that land before the area was developed. This increased the value of the land. The increase in the value of the land as well as the increase in property taxes and the profit from operating the Metro was then used to finance the costs of building the Metro. This model did not only finance the part of the Metro line in Orestad but also the part of the new metro line serving the centre of Copenhagen. Using the New Town Principle to finance the Metro gave rise to some challenges. E.g. challenges regarding the development of the new area, how much would the land value increase as well as handling many public authorities.
