Electricity industry restructuring has generally had as its goal the creation of a competitive generation sector. Competitive markets should serve both to control pricing and to incentivize new investment, provided that no individual generator or group of generators is able to exercise market power (including the exercise of vertical market power through control of transmission). Therefore market designers have sought to separate generation ownership from the control of transmission and system dispatch, while providing all potential power producers with open and non-discriminatory access.
