Since the '70s a comprehensive structural change to the information, knowledge and service society takes place in the industrialized countries. The transition is noticeable by indicators such as the increased networking, asked flexibility and virtualization as well as the demographic changes. Due to this change, public authorities will be confronted with chal-lenges in the next years. Previous decision-making processes have to reviewed and restruc-tured in the light of changing conditions (e-Government). Technically characterized areas will be especially heavy affected.
