This paper presents the Systems Decision Process, a value-focused systems engineering decision process used to support fact-based decision making. The process provides analysis products to support major system decisions that are made at major decision gates in each system life cycle stage. The process has four phases: problem definition, solution design, decision making, and solution implementation. The process emphasizes defining, measuring, designing, and implementing solutions to achieve stakeholder and decision maker value. The process should be tailored to the system, the stage in the system life cycle, and the decision environment.
