摘要

Based on theoretical analysis of related competency models of leaders, by questionnairing and interviewing 600 party and government leaders, using modern statistical analysis and personnel quality appraisal techniques, this paper investigates competency models of party and government leadership talents ranking from deputy county level to provincial and ministerial level. The research shows their models have something in common despite differences. The paper also puts forward related development and management strategies on ground that competency models.
