DESIGN OF THE UPPER NEWPORT BAY ECOSYSTEM RESTORATION PROJECT ORANGE COUNTY, CALIFORNIA

In September 2000, the U.S. Army Corps of Engineers, Los Angeles District with the State of California, the County of Orange, and the City of Newport Beach produced a Feasibility Report that included a recommended plan developed for the purpose of controlling the deposition of sediments in the Upper Newport Bay Ecological Reserve and maintaining a balance of open water, mudflats and marsh area. The U.S. Army Corps of Engineers was tasked with preparing the contract plans and specifications for implementing construction to meet the objectives of the plan. Objectives of the plan include:1. No loss or gain of any habitat type by greater than 10%2. No net loss of marsh areas3. Reduce the frequency of dredging maintenance: maintain sediment capacity to hold a total of 1.6 million cubic meters (2.1 million cubic yards) over 21 years.Meeting the objectives of the plan entails balancing of the stated objectives with design, constructability and environmental compliance. The project required refinement of details presented in the Feasibility Report. Concepts in the Feasibility phase are not always able to be implemented exactly as planned, and more practicable solutions were developed in the design phase. Our team worked closely together to produce a set of plans and specifications scheduled for advertisement in July 2005.
