The User Consultation Platform: Overview and First Outcomes

The European Union intends that EGNOS and Galileo answer to the needs of its stakeholders and users. In order to do so, a systematic consultation process of the different market segments and the numerous application user communities that draw benefits from the services has been set by the European GNSS Agency (GSA). The process aims at gathering the information and expressing it in a language that facilitates its leveraging in the shaping of the GNSS services. At a high level, the process follows a logical sequence of steps: gather formal inputs from user satisfaction surveys, standards and regulations, and other interactions with market stakeholders; identify relevant applications per market segment; identify the user requirements and their drivers; build the user requirements specification proposal; and submit the specification proposal to the User Consultation Platform -the actual fora -for discussion and endorsement. Acknowledging the fact that the user requirements are not static, the GSA relaunches this process periodically. The process mentioned resulted in the documentation of Reports on User needs and Requirements (RUR) that were discussed with the different user communities during the User Consultation Platform, an event whose first edition was held in Madrid at the end of November 2017 at the first anniversary of the declaration of Galileo's Initial Services.
