Increasing the Effective Number of Neutrinos with Decaying Particles

We present a model of decaying particles to increase the effective number of neutrinos N_υ after big bang nucleosynthesis but before the structure formation begins. We point out that our scenario solves the discrepancy between the constraints on N_υ from these two epochs, As an example, we consider saxion decay into two axions.
