Oxidized brown coals of commercial deposits of Eastern Siberia owing to its low ash content (<15 %) and high humic substances content (> 65 %) are the main perspective sources for growth-stimulative and detoxicant production in relation to plants and living organisms. The most important step on its way of putting in practical application is elaboration algorithms and methods of prediction on the basis of biotest express methods in relation to different systematic groups (C=0, CO-, CarO, C_(ar)C,H, C_(alk)O, C_(alk)) and measuring numerical physical-chemical characteristics fragment structure and structure of aqueous solution by ~1H, ~(13)C and ~(17)O NMR spectroscopy.
