CLASSIFICATION BASED A MANAGEMENT METHOD FOR GOVERNMENT DOCUMENTS IN EMERGENCY RESPONSE

The frequent occurrences of emergencies bring much damage to the society in recent years, and how to deal with the emergencies in a proper way is very important for the government. In the process of response to an emergency, quick and effective command-assignment is the key approach to decrease the degree of loss, and the knowledge needed by decision-makers is the most important sources for command-assignment. So when an emergency breaks out, the decision-makers should get the useful knowledge quickly. The knowledge is usually carried by government documents which are published by all levels of government, such as laws, bylaws, rules, regulars and plans. For managing numerous and disordered government documents, this paper will provide a classification of these government documents based on the classification of emergencies. Then we propose a method to organize and manage the government documents, and set up an emergency government documents database for decision-support, it will supply the documents to the decision-makers for decision making.
