Emergency planning and hazard assessment for Department of Energy (DOE) facilities require consideration of potential exposures to airborne releases of chemical mixtures. Historically, the consequences of each chemical have been analyzed separately. This approach may underestimate the hazard, not adequately protecting the health of persons exposed to chemical mixtures due to the additive effect some chemicals have on the same organ systems. Other approaches overestimate the hazard. A more consistent, realistic approach was needed. In response, the DOE Subcommittee on Consequence Assessment and Protective Actions (SCAPA) developed a Chemical Mixture Methodology (CMM), derived from Environmental Protection Agency guidance, and an automated tool (Excel Workbook) that easily implements the CMM for the DOE and wider emergency management community to use in analyzing exposures to chemical mixtures based on the following concepts.
