Transit centres program in Perth Western Australia

This paper presents the results of a cross government program designed to deliver integration of land use and transport. It illustrates how the catalyst of significant rail expansion (US$1.1 billion) and station upgrades (US $150 million) can be used to encourage investment in Transit Oriented Development (TOD). This program, referred to as Reconnecting Perth, is occurring within one of the world's most car dependent cities. Importantly, the paper illustrates how coordination across agencies can deliver important demonstration projects, which are now leading to a significant private sector investment. The paper addresses three broad areas. Firstly, it provides a brief outline of the Perth location and development context, including a background to metropolitan planning and recent significant rail investment. It then discusses the Reconnecting Perth Program, including the lessons learnt to date with some specific case studies, and concludes by setting the direction for future investment and action. In this way the paper aims to identify the critical elements for a successful TOD program.
