From Decision Support To Automation In Air Traffic Management

The situation of the European ATM system is analysed. Starting from the today's situation with a rising demand of capacity and decreasing cost per flight, the ATM 2000+ strategy as the European answer to this challenging situation is referred. From a critical review of central aspects of this strategy a new concept evolves answering some urgent questions on the European ATM capacity needs. This paper describes the DFS concept COSTA (Controller support through Automation), based on a new 4D ATC trajectory, a new allocation of controller tasks and roles and the introduction of automated system support.
