IMPORTANT ACCOUNTING ISSUES FOR CARBON DIOXIDE CAPTURE ANDSTORAGE PROJECTS UNDER THE UNFCCC

This paper discusses key greenhouse gas accounting issues to be addressed before carbon dioxide (CO2) capture and storage (CCS) activities can be included in the portfolio of climate change mitigation activities. Guidance and policies on baselines and the accounting of emission reductions will be critical to ensure that CCS projects can benefit from CO_2 markets and are recognized under various mitigation schemes. In order to do so, the paper discusses major issues that would need to be considered and require changes to current accounting approaches. The paper is divided in three main parts. The first part explains issues that need to be addressed in order to prepare national inventories for the inclusion of CCS. Part two focuses on CCS issues under project-based mechanisms such as the Kyoto Protocol's Clean Development Mechanism. Part three highlights the importance of clear definitions and monitoring guidelines for the proper accounting of CCS.
