In this paper, stabilization problems of linear systems with self-scheduling parameters and a time delay are discussed by using gain scheduling techniques and usual stabilization methods for linear time-delay systems. Our proposed approach is based on a combination technique of gain scheduling and stabilization for linear time-delay systems. In this paper, a design method of memoryless state feedback controllers for linear systems with self-scheduling parameters and a time delay is proposed. Next we discuss to apply the proposed approach to stabilizing congestion control synthesis for TCP/AQM (Transmission Control Protocol/Active Queue Management) networks. Simple dynamical models for TCP/AQM networks have been already proposed by Misra et al. and consists of dynamical models of a TCP window size, a queue length in the router and AQM mechanisms. We derive stabilizing congestion controllers, which are AQM mechanisms, for the dynamical models for TCP/AQM networks. Finally the effectiveness of the proposed method is evaluated by using the ns-2 (Network Simulator Version-2).
