TECHNICAL DATA KNOWLEDGE MANAGEMENT (TDKM): Transforming the Delivery and Use of Logistic Technical Data

Annually, thirty thousand individual CD-ROMs are distributed to seven hundred sites, both afloat and ashore, in support of U. S. Navy submarines. While an improvement over hard copy products, experience has shown that instead of the end users being buried in reams of paper, they are now buried in piles of CD-ROM's. The creation, testing, distribution, and installation of CD-ROM's delays receipt of new data, consumes resources, and requires labor at the receiving end. CD-ROM's have been found on a ship tucked away in a corner - the same way paper used to be found tucked away. The average 'time-to-market' for a change to a technical manual on CD-ROM can be as long as ninety days. TDKM represents a major change in how the Navy manages and distributes its technical data, reducing the time-to-market by as much as ninety percent. The objective of the TDKM Project is to deploy a technical data knowledge management system to deliver, maintain and dynamically tailor via the Internet the deployed digital technical data for both operational units and individual users. The focus of the TDKM Project is the entire supplier chain for technical data from the original supplier to the actual fleet end user.
