1. The transportation and distribution of the value chain for even a modest-sized chemical company with a few sites is a complex network of materials being transported, modes of transportation, various fixed facilities, and changes in material ownership. This applies for both incoming as well as outgoing materials. Many pathways describe the ways that materials are received by and shipped from chemical manufacturing sites. As the number of materials and sites increases that complexity increases geometrically. 2. Without a rationale way to determine which pathways exist and who might be responsible for the SVA and security of each pathway, it is likely that some (or even many) might be missed. The mapping described above starts with the manufacturing (or R&D) site as analytical loci and plots each pathway for the materials that the fixed manufacturing site SVAs have identified as worthy targets. 3. Once the transportation and distribution mapping is performed for all of the fixed manufacturing sites of a given company, a complete SVA program that covers all aspects of the company's activities will be assured. Also, it will be easier to identify which SVAs should be the responsibility of others and track the completion of these studies. In this manner a given chemical company's SVA resources can be applied in a rational manner.
