摘要

Transportation networks are among the most important infrastructures for the economic and well-being of a country but at the same time they are very vulnerable to both terrorism and natural disasters. Indeed, terrorists view transportation facilities as attractive targets and have often launched attacks against them. The terror threat to transport systems and related infrastructure, as well as various destinations, including shopping centers, hotels, and restaurants, has increased in the post-9/11 era. Different areas around the world have suffered from suicide attacks on public transportation facilities. The March 2004 Madrid train bombing, the July 2005 London Underground and double-decker bus bombing, the July 2006 Mumbai train bombing, and the Moscow Metro bombing in March 2010 are all painful examples of the vulnerability of the transportation system. Countries around the world have spent numerous funds and enacted numerous policies and programs to improve the degree of security of their transportation systems. However, policy makers at all levels of government and academic researchers are still concerned with setting priorities and must decide on the relative emphasis to put on the three main tasks when faced with attack: preparation, response, and recovery, as well as to find the right balance between security, mobility and privacy.
