The above-mentioned needs assessment and strategic technology planning permits maintenance of 3 year rolling medical technology plan and associated budget for additional, replacement and new provision of medical equipment. The workflow in Hong Kong for strategic technology plan development is shown in the figure 1, and the approval process for expensive medical equipment is shown in figure 2. With the commitment from local experts such as specialty clinicians, researchers and biomedical engineers, the implementation is proven to be significant improvement of technology budget planning process. The process is consistent, transparent and accountable to the clinical service needs. Our experience can be shared with developing countries. The needs assessment and prioritization criteria on medical technology can be considered by the health authority in other countries.
