E-Governance initiatives for effective implementation of Micro Irrigation Projects

Governments all over the world have been attempting to implement E-Governance by utilizing Information Technology to ensure better delivery of government services to citizens and more efficient government management (World Bank). This paper studies how the E-Governance initiative titled "Andhra Pradesh Micro Irrigation Projecr"(APMIP) is being used to monitor the sanctioning of Micro Irrigation projects to farmers and their effective implementation, thus bringing in transparency and accountability among government officials and thereby encouraging more and more farmers to adopt Micro Irrigation practices. In this web based monitoring system, the enlire process right from filling of application tor loans by farmers to the release funds by banks is made transparent. It has enabled farmers to track the status of their applications for sanction of Micro Irrigation projects, and enabled key government functionaries to identify the bottlenecks and take appropriate corrective actions. It has simplified the whole mechanism of implementation and reduced ihe complexities involved in the information flow and has aided better delivery of services to the ultimate beneficiary i.e. the farmer.
