Safety Culture and its constructive mechanism must suit the development of society. The velocity of change, the intensity of transformation, and the direction of variation are different in different stages. Social transformation must cause changes in safety culture. Especially with the propagation of foreign safety cultures and the development of market economy, different safety cultures come into being. The collision between different safety cultures is very severe today. This article analyzed the cause and the motivation of safety culture's changes .
